Fidel Castro’s signature is among the three that appear on this original 1959 Republic of Cuba official document that comes with a JSA LOA. Castro signed as Cuba’s prime minister in bold blue ink in the middle of the bottom of this 13” x 9” document that is also signed by president Doctor Manuel Urrutia Lleo and the Finance Minister on “Republica de Cuba Presidencia” letterhead. The document, a presidential decree that extends funding of pensions through the end of 1959, was signed on April 10, 1959, mere months after Castro assumed political and military power when Fulgencio Batista’s government was overthrown by the Cuban Revolution on January 1.
The prime minister’s stamp was placed over Castro’s signature, and the Finance Minister’s stamp appears over his to the left. The president’s blue seal with blue ribbons is affixed to the bottom.
After participating in rebellions against right-wing governments in the Dominican Republic and Colombia, Castro planned the overthrow of Cuban President Fulgencio Batista, launching a failed attack on the Moncada Barracks in 1953. After a year's imprisonment, Castro traveled to Mexico where he formed a revolutionary group, the 26th of July Movement, with his brother Raúl Castro and Che Guevara. Returning to Cuba, Castro took a key role in the Cuban Revolution by leading the Movement in a guerrilla war against Batista's forces from the Sierra Maestra. After Batista's overthrow in 1959, Castro assumed military and political power as Cuba's Prime Minister.

Por cuanto: el credito de $4,300,000.00 concedido por el decreto Presidencial No. 112 de 17 de enero de 1959, para atender mediante anticipos a los Fondos de Retiros del Estado al pago de las pensiones y jubilaciones, como cosecuencia del desnivel entre los ingresos y gastos de dichos fondos, ha resultado insuficiente , por lo que es necessario disponer su ampliacion para cubrir estas erogaciones hasta la teminacion del ejercicio fiscal en curso
Por Tanto: En uso de las facultades que le estan conferidas, el Consejo de Ministros resuelve dictar la siguiente,
Articulo 1 - Autorizar un credito de $4,300,000 que se consignara bajo el rubro de Partida 702, "Anticipos a fondos de retiro", en el Capitulo 2 del Presupuesto Extraordinario en vigor del Titulo de "Pensiones, Subvenciones y Subsidios" para subvenir a las atenciones de esta naturaleza con destino a los Fondos de Retiros Publicos o del Estado-en cuanto sea necesario para el pago puntual de las pensiones y jubilaciones correspondientes en el presente ejercicio semestral 1959.
Articulo 2 - Para cubrir la erogacion dispuesta se afectan las recaudaciones que se produzcan por la Ley No. 40 de 2 de febrero de 1959 "De Estimulo a la Honestidad del Contribuyente".
Articulo 3 - El Ministro de Hacienda queda encargado del cumplimiento de lo que por la presente Ley se dispone.
Por Tanto: Mando que se cumpla y ejecute la presente Ley en todas sus partes.

As for: the credit of $ 4,300,000.00 granted by Presidential decree No. 112 of January 17, 1959, to pay advances to the State Retirement Funds to pay pensions and retirement, as a result of the unevenness between income and expenses of these funds, it has been insufficient, so it is necessary to have its extension to cover these expenditures until the end of the current fiscal year
Therefore: In use of the powers conferred upon it, the Council of Ministers resolves to issue the following,
